PUBLIC HEALTH DATA OPERATIONS CASE STUDY

See how ARDEM supported 300,000+ annual flu-season forms, approximately 2,000 daily COVID testing requisitions, seven-day processing, and a seven-year state health department relationship through one adaptable data operations model.

Overview

A state health department needed a repeatable operating model for physical healthcare forms across recurring and rapidly changing public health programs. The relationship began with flu immunization questionnaires and expanded to HIV data processing, COVID testing requisitions, and other healthcare initiatives requiring controlled intake, digitization, extraction, validation, exception handling, and reporting.

The Challenge

Flu-season volume exceeded 300,000 forms annually, while COVID response work required support for approximately 2,000 requisition forms per day across seven days a week.

Managing each program as a separate project would duplicate intake, tracking, validation, exception, and reporting activity, while incomplete or unclear information still required a defined review path.

The ARDEM Solution

ARDEM created a controlled document-to-data framework spanning intake and inventory, digitization, structured extraction, validation, exception review, status reporting, and database-ready delivery.

The same operating controls could be reused across programs while field requirements, timing expectations, and reporting needs changed with each public health initiative.

Why ARDEM

One controlled sequence could support multiple public health programs.

Physical forms were received, inventoried, and tracked before processing.

Paper records were scanned and converted into database-ready information.

Captured healthcare data was reviewed against defined processing requirements.

Discrepancies and incomplete information were separated for additional attention.

Status visibility and structured delivery supported recurring programs and changing public health needs.

Managed Workflow Building a Scalable Public Health Data Operations Model for a State Health Department

The Results

The managed operating model supported more than 300,000 flu immunization forms annually and approximately 2,000 COVID testing requisitions per day during the response period, with COVID processing operating seven days a week. Across a seven-year department relationship, the framework expanded from flu questionnaire processing into HIV data processing and COVID requisitions while retaining common controls for document inventory, digitization, validation, exception review, reporting, and structured delivery.

The 300,000+ Annual Forms Were Only the Visible Problem

The Larger Need Was a Reusable Public Health Data Model That Could Adapt When Programs Changed

The department did not only face high form volume. It had multiple programs with different field requirements, timing expectations, and reporting needs, all dependent on controlled physical-document handling and reliable structured data.

Temporary processing capacity could absorb volume but would not create consistent intake, inventory, validation, exception, reporting, and audit controls across the department.

The stronger operating model was one reusable framework that could scale for seasonal demand and be adapted quickly when new public health requirements emerged.

ARDEM created a managed public health data operations model that supported more than 300,000 annual flu-season forms, approximately 2,000 COVID requisitions per day, seven-day COVID processing, and a seven-year relationship spanning flu, HIV, COVID, and evolving public health workflows.
